If you see the drywall cut along the base of the wall in the after photo this is what we call a flood cut for water damage.

This vacant home had a fire and water damage from the fire fighters extinguishing the fire. When there is water damage and fire damage on the same loss, it is not uncommon for the insurance companies to not want us to dry all the materials. There is so much drywall and paint work needed that the cost of drying vs replacing doesn't always warrant the added drying expenses. Plus the water may have carried some of the smoke and soot into the structure as it penetrated the walls.
